ActionScript 1/2 :: Make The Sound Start Up Depending On When The Movie Was Played?

I am just a rookie in Flash, and came across a problem. I'm trying to create a flash movie that will display time like a TV ident does. I've successfully set it up to get the correct time and play a "tik-tok" sound as each second passes. However, it is to have some background music, and I can't get it to start when I need it - for instance, if the time is 18:00:00 it should start at 00 seconds, it time is 18:00:21 it should start at 21 seconds etc. This is the script I used for ticking:

What should I use for the complex situation as described above? My only guess is that I should sync it to the frames in the background video (behind the clock, running at 24 FPS), but I haven't got a clue how to set that up as well. Can someone please help? If necessary I can upload the .fla file.

I'm just trying to have a textbox on my main stage display certain values depending on what frames are being played. So having not done actionscript in a LONG time, I would assume is it something like this:

I have a flash header that was never completed because the guy I hired took people's money and ran. So now I even wonder if what he said could work with my flash header is true or not. But, usually there is always a way to make it work.
I have a flash header that does two important things: 1) Upon entering the site, it loads and plays an audio track 2) Makes an animal noise when you hover over each animal menu item. (not sure if I'm able to give a link to it or not on here. If I able to and someone would like to see it let me know)
I want to know if my flash header can support the following additional functionality/changes:
1) Currently, it loads everytime a page is selected. I only want it to load the one time of entering the site because the audio gets annoying. Set a cookie maybe?
2) But, I do not want to turn the audio off completely because I still want the hover over each menu item sound.
3) Have a link on it to allow them to select to turn on / off the sound completely. It currently has that, but only for the current page. Once you select another page, the audio is back to on.
4) Lastlly, is there a way for it to detect that someone doesn't support flash and to display an html version of it? And can flash create a html version from my fla file?
I don't know much about flash (but am learning) so I'm not sure if I'll be able to do this myself. However, I want to find out if my flash header will even work this way before I invest the time learning it just for these changes. I know it will be pretty deep with script code, but I'm hoping I could find base code already available for these features. Not sure I can afford help now because of being laid off and two different scammers taking advantage of me. So I'm going to try to do myself and see if there is any suggestions/support on here that can help. I have Flash CS4.

1) I have a button and when I put cursor over it, it must start looping a sound. When I drag away, the sound must stop. I would be even cooler if it was possible to make the sound fade away when the mouse is rolled away. I have no problem creating another sound file that fades my current sound away.
2) I have a button which represents a knife, that should stab something (a panel) once pressed. So fist the knife must be clean. but after one or more presses, the blood should remain as a movie clip (as I want to animate the dripping blood)
3) once rolled over a button, the sound must start looping (as I wrote in 1.) AND the knife should slowly go backwards (MC). BUT when I roll mouse away, the sound fades away (as in 1. again) PLUS the knife should slowly move back to its place in stead of just jump from one place to another.
I have to play a sound file and show the progress of the sound file being played. I am using import flash.media.Sound; import flash.media.SoundChannel; But the PROGRESS event gives theprogress of loading of file. I want to know of much of the song has been played and how much more is left.
My question is what needs to be done in order to make a .swf file go into full screen without falling to a black screen when a movie is played? I have tried coding it, however I come up with the following error.

What should I do to fix this? This is not going to be an HTML file, however, so the initial thought of changing the publish settings does not seem to work this time.
I am having problems with this if else statement. I have a variable (frame number 30) passing into my swf from another swf. This I know is working correctly.

(in case it was a string vs number issue.) it just stops - it does not go to frame 30. I need this because I need the file to stay on frame 1 if no variable is passed in. Am I doing something obvious wrong? Is there a better way to do this?
I have a multiple choice quiz that needs to have a sound played with each response. So if the user selects the correct response, they get the ding sound. If the user selects the incorrect answer they get a buzzer sound.
I have an MC with a lot of frames on stage and it has sound clips attached to each frame.
I need to stop the sound being played when I move on to another frame on runtime, thus, I need to access the sound object which has no instance name. Right now the sounds overlap since none of them stops and after a while all we hear is jibba jabba.
I'm creating kind of a pseudo RPG menu, and I just have the animation go to a different frame when you press an arrow key, backspace, or enter. As I said, I don't really know what I'm doing; a lot of this code was given to me. :/ So I know it's a lot to ask, but if I could get a very detailed explanation of what to do, If the sound could play before it switches frames, that would be best.
Problem is that the sound is played twice overlapping eachother (some of the mp3 is played first,interrupted, and then restarted again to finish fully).
I have a web site that will have five sections. Let's call them 1,2,3,4,5. Section 1 starts on frame 100, 2 on 200, etc. Can I make an HTML link that can start the flash movie at the beginning of a certain section? Such as play "myflashmovie.swf and start on frame 200" so that the viewer will start on section 2?
Another way I was thinking of doing it was to create the five sections in five different flash movies. Then import those flash movies into one container flash movie but vary the order to whatever I want the viewer to start with. Then I would have five different html links. Each link would have a different section as the starting movie. Such as 1.html would play a container flash movie with section 1 at the beginning, 5.html would play a container flash movie with section 5 at the beginning, etc. My question here is could the five separate movies within the container movie make references to the other movies? Such as if someone was in movie 1 and it has link to movie 4, how would I note in the flash movie when user clicks here, go to movie 4?
I was trying to modify the kirupa "falling snow" tutorial into a water bubbles effect which is just making it up side down. However, I was having trouble to make the bubble start from a certain point in a movie. For example, I was trying to make the bubble start from the bottom of the screen, but it didn't seem to work for me. Therefore, I was hoping if there is someone who can help me to solve the problem.

My problem is that the sound clip loops and I do not want it to do so. I have other animations going on on the stage. I tried to place the stop(); command but I do not seem to be able to make it stop after my sound has played once.
I have a long mp3 file hosted on a standard apache server (30 minutes long so far, but I would like it to work with longer sounds too).I'd like to start playback of this audio within at a specified point. When attempting to use Flash Actionscript 3, my basic tests show that ALL the audio from the start to the position I choose is buffered before playback (Sound.bytesLoaded was my friend here). If I start one second in, it takes about 3 seconds to start playback, 30 seconds in, takes about 25 secondsObviously with a really long mp3, like skipping playback to the middle of a 3-hour audiobook, this isn't going to be practical.Here's the ActionScript 3.0 code I'm using:

I'm trying to load sound dynamically into a clip and then play it randomly. The AS I came up with works great if the sound is embedded and I use the .attachSound() method instead of loadSound(). Now, when I load it dynamically and use the code below, the sound plays very fast and at a higher pitch.

i am having some problems linking my mp3 player swf file to my website. It looks like it loads fine, and the buttons work and change the track of the song, but there is no sound heard or played. Here is the code i used to do this:

As i said before, the player loads up and shows up on the website with no errorsand the buttons work (going to next or previous song as well as the pause and play buttons pausing and playing the music properly), but no sound can be heard. (this is being test on the latest version of firefox).
I am trying to make a flash video with sound sweeping from 20Hz to 20kHz. The sound file is recorded with 44kHz sampling rate and stereo 16 bits resolution. I am hoping that the published Flash file would maintain the same sound quality. The problem is after I publish the design and play the swf file, the sound disappear around 3/4 of the way (near 4kHz). Could any one tells me what a good practice would be when dealing with sound files, is there any rules or prefered settings?
I am having difficulty figuring out how to make a background soundtrack play continuously while my actual timeline will loop before the audio file is finished.
The way I have it set up now, every time the playhead loops back onto frame1, the audio track begins playing on top of the last one, making it utter cacophony. Even after a few seconds it becomes utter madness as 3 versions of the same song are playing simultaneously.
I have been trying to make a sound control panel in an SWF movie that toggles through about 4 different music tracks. I have not been able to get the if/else statements to work for the button. Could someone tell me what is wrong with this script(below)? 1-4 are the tracks in my library and I have made the export linkage for all them.
